In a personal account of Paypal, can it be used to buy online and also receive money? Or just pure buying without selling?
It's best to have a premier account, even if you're not selling stuff at the time you register. Pretty sure you need to have a premier account to sell stuff... If you already have an account (Personal) you can upgrade it.
For buy and sell stuffs online you need to have a business account so that you can buy and sell online

Currently I have a Business Account but it needs to be closed because I already relocated to another country. Now I want to transfer my money from that business account to a new personal account. At the same time I want to use the personal account to buy stuff online. Would that be possible?
If you are still in that business then why don't you call paypal and let them know that you have relocated to another country. They will guide you further on this. DON.
Paypal says I have to close my first account and open a new one with a changed country. I still have money in my old account and I have a hard time encashing it to a foreign bank in a country where I used to live.

Yeah you can do but its suggest to go with a premier account You have lot fmore tools with it PayPal allows you to open 2 accounts per person

Yes, you can receive funds... but an unverified account has an upper limit of receiving CC funds, probably only 5 times! Regards, RightMan
