I Need A CMS That Can Do This

Hey,
I am making a site and i have a template that you can view @ http://210.247.154.69/_~_TEMP/ i have a couple of tags that i want to be replaced by a CMS:

{%Title%} - The Page Title Like "Home" or "Contact Us"
{%Keywords%} - The Sites Meta Keyword's
{%Description%} - The Sites Meta Description Viewed In Search Engines
{%Menu_HREF%} - As <a href Like A Link
{%Menu_Text%} - The Link Text
{%Page%} - All The Page Content

Is there a CMS that does this sort of thing or can some one please help convirt it to a Wordpress or Joomla template.

try to build with wordpress and install the All in One SEO pack....most user and SEO friendly
