If you have a neteller premier account you can fund your neteller account by your credit card and send me via neteller then I will make your payment via paypal within several hours.

But you should verify your bank account to upgrade your account to neteller premier account. Bank account verifying process can take 4 days at least. They will send a microdeposit to your bank account and they will call you.
Once you have verifed, you will have no problem with neteller. Then neteller will send a debit card (mastercard & cirrus) to your address without any fee if you apply for it.

 

If not, you can try http://www.ikobo.com/ , pay him through that and Ikobo will send him a debit card which he can use to withdraw the money via the ATM using that card.
