Are you talking about a blog?
Think of this, Google is a smart animal he got all technology at its fingertips. They got grammatical analyzers, text builders artificial intelligence analysis and neural network reasoning. They know when a link count as good or as bad and we are not noting it. We are still using old SEO techniques which are useless. I believe they know where a comment is crap.

Okay,For Example,I've a blog, and it has 20 posts,I don't want to post new articles for they cost me two or three dolloars to find someone to write them for me.And I plan to write some quality comment on them ,like 100 words each. Will google rank them well?

Of course, I think this would also be one reason behind Google loves blogs since blogs get updated via commentting, also. Having quality comments on pages would add values to your sites and thus help in PR purpose.

    Have a nice day,

Google filters spammed comments from quality post comments. I definitely agree that quality comments are considered as fresh content. :D

if we base it on how google index it and show the content in SE, if the content on the comment visible in google serp that's the plausibility that consider consider it as content.
