I would like to know how is link juice divided with respect to number of total links on the page.

    and

Is it worth to add a link on a page having total links 1733 and the below information.

External Links 1680 ; Internal Links 53 ;Total links 1733

    please share your ideas

    Yes it's worth...
if yours are still low PR, it will increase the PR,
If yours have already good PR, it will still increase but maybe not as fast for low PR.
Try to get link for higher PR.
Even the site has many link, it's still need more link, to increase PR and to increase the chance to get clicked on your link :)

PR is divided equally between all outbound links. That means that even with a PR of 10! you page would less than 0.006 PR. It is a waste of time. Especially as the page in question won't have PR 10!

PR is divided by the total number of links on a page, including links to pages on the same site.

What you have to take into account is that the primary goal for any webmaster wanting good rankings is not just a high Pagerank. You need links from other trusted pages, even if they have many outbound links (provided they don't link to spam sites). So don't focus solely on PR, because while it is certainly helpful it is only one part of the equation.

I thought that you were talking about a page with high PR, am I correct? What I am trying to say is that it may be worth getting a link from this page, even though it won't pass a lot of PR. It's difficult to say though because you haven't provided a lot of information about the page.

THere are many links posted on that page. So all of that could be SPAM.. and if yes, would that give me a negative effect to my link though it may have a PR4..?

It sounds like an unmoderated blog, in which case I wouldn't put my link on there. Pages like this are going to get burned by Google.

There's a good chance that this page will lose its ability to pass Pagerank - check back there after the next toolbar Pagerank update (probably in a few weeks from now) and see if the (visible) Pagerank of that page is still the same.

Basically, if a site allows spam comments, you're not really going to see much value from posting your link there, because sooner or later Google will penalise the site for linking out to bad neighbourhoods.

Hi, if a page will have more than 100 obl then it's called link farm, so (External Links 1680) it will be completely a wrong decision to go for such pages even if the page does have high PR like 5 or 6. What Joshvelco has said, is absolutely correct. So I will suggest everyone to avoid link farms, instead go for quality content pages, if a quality content page is PR 0 then also it will be worth accepting links from it. Thanks.
