I think XSitePro is the best if you want to create and manage multiple websites. For one site, of course, dream weaver or coffee cup html editor will do,

For web graphics I would recommend GIMP. I'm using it for my web design needs for a few years already, and I find it very powerful just like Photoshop. Also it is free of charge.

You don't need some fancy, overpriced piece of software to code a good website. Something with basic syntax highlighting, auto indentation etc is all you need to get going, notepad++ or something similar if perfect. ;)

You can use photoshop for graphics, images. For coding you can use notepad, or any text-editor like crimson editor for windows. For linux, you can use text-editor, Quanta Plus. You can also use Adobe Dreamweaver, it is very good and easy to use text-editor.

    You can use Netbeans...
It's open source but powerful program that can be used to develop web.
You will also get benefit from it because it will make you code friendly

TotalTraining is another one that offers tutorials. Of those three I don't know which one would help a new student get up to speed in the shortest amount of time, which is what a student is concerned with especially a student with debt collectors knocking on their door and repo agents circling overhead. What about Youtube? Are their Dreamweaver tutorials any good or are they nonsense as many Youtube videos tend to be?

I Love DreamWeaver CS5 to Create from Scratch
    Free Alt is Komopozer
But use Notepad ++ to edit in PC and BBEdit / TextMate in Mac
Free Alt for Mac is TextWrangler for Mac

If you're on a Mac I suggest Panic! Coda. It's the best I've ever used for coding. For designing, Adobe Firefox and Photoshop.

Adobe Dreamweaver is the software web page design more powerful on the market today. It is a very powerful program that has all the bells and whistles. CSS, JavaScript, ASP, PHP, including the support of several other useful technologies are integrated into the Web software.

i would recommend you to use wordpress as it is the most easily changable freely available software and u can easily change it to your required looks and style. Also there are lots of support forums and blogs available on net on wordpress ,if you are more interested in social networking type background you can still use buddypress on your wordpress.

If you are into making your own website from start i would recoment adobe dreamweaver is perfect software for your need and also you can use microsoft frontpage For Html related use. :)
