Initially, you would have to submit your site to reputable directories with high PR and loads of traffic. Make sure they are do-follow. Secondly, you can do blog commenting in relevant blogs of your niche/website category. Forum participation is always an easy way to get quality and speedy backlinks. And if you can write well, then write articles and submit to Ezine and Articlesbase and to other big article directories (not bulk submissions to hundreds of directories)

Once you are on with the above mentioned process, you will start getting backlinks for your site. During all the process, don't use link farms, spamdexing and automated submission softwares.
