I dont believe their is away to simply turn it off at an account level. You may just have to delete the script on your sites.

    I may be wrong!?

Simply just change the code or remove it, you must be editing the wrong section or something in your script!

Html/php whatever doesn't need adsense to work and a website wouldnt break for removing it, you must be doing something wrong!

There is somewhere in adsense where you can turn a channel off but I am guessing you just slap/bang your adverts on rather than focusing on setting then up right

That's not what the Competitive Ad Filter is for - the Competitive Ad Filter is to list advertisers you don't want to appear.

The way to do what you want it is to use a different template for that one page so that it doesn't have the ads.

If your whole site is being generated by a script, that may not be possible.

But consider why you want to do this.

Is it because you have non-allowed content on that page? If so, you still might get your account into trouble by having the content on your site, even if the ads aren't there.

There is no option to turn off in one page. You can edit or delete the code explicitly on that page.
Competitive ad filter is only for the other adword advertises which compete with your site's offering.

If the website is "wordpress", and if you are using adman plugin for adsense you can make custom display of ads.
you can disable ads for every particular posting.
