it's possible on dial up,but you should have at least ADSL.any slow DSL will be enough. if you already have a landline there are better options such as call waiting or a second line. i have it because it is cheaper.i pay $10 a month for basic phone service (not including extras and taxes/fees) to my cable company. phone company wants $30 a month for basic.

VoIP is all about cheap communication and accessibility. To be honest, I never encounter a totally free VoIP service provider. Most providers are just giving trial minutes and some charges for a monthly fee and will say calls are free, how can it be free when you are paying a monthly fee?

Most famous doesn't mean the best. There are tons of VoIP provider thats better and cheaper than Skype. Take Onesuite for example, you can use it with any ATA device and it is SIP based unlike skype where you can only use it on Skype phones.
