Yes, it is against the AdSense TOS. But you can legitimately buy traffic domains or other Websites and absorb them into yours. This is a strategy I have followed before to gain more genuine traffic (though not for purposes of AdSense).

Well, you would want to make sure that the domain or site you are buying has similar content and, yes, similar demographics (like age group and the like).

jakeyt, don't focus on improving your Alexa rank just for the sake of improving it. Purchasing traffic for this purpose alone is simply a waste of money. An increase in real traffic will, over time, bring a better Alexa ranking and will also increase AdSense clicks, too. I would focus more on SEO, or PPC advertising, in your case.

I have purchased traffic for other things (not adsense) and I can say those websites no one knows about that seem shady and promise thousands of hits to your site are often using bots or proxies to send fake traffic. I would go with well known PPC or traffic sellers if I wanted to buy real-human traffic such as StumbleUpon, Facebook, YSM or Adwords... again, I am not suggesting you should go to these places to send it to your adsense pages but rather I am just quoting some well-known and reputable sources of traffic...
