You can't skip such option now .. It's mandatory for new indian paypal customer .. IF you don't have any option then you could enter your father / mother / bro PAN number ...
PAN number cannot be faked. You need to have a pan card and the number is related to your name, so you can't use any other's Pan Card number. But don't worry, you can easily get a Pan Card even if you are less than 18 years old. Just go to any agent and you will have it done in 1 week. Pan Cards are not necessarily for adults only.
where do you get the information from that pan cards are eligible for people below 18...u hav to file an income tax return to get a pan number...

There is no min or max age restriction to get PAN card.. Yeah Right .. Just give them your paypal id that you have registered in your paypal account ..Don't give them your password .. lol .. just kidding ..hehe
Ya, I know Pan Card is related to tax dept. but you can get it done even if you are below 18. My brother is just 14 and he has his Pan card. It can be done. And yes, to receive money, just give him your email id and ask him to send as service/goods (you must be knowing that gifts is not allowed in India)
