I think there is no such exact "Fast Approval Directory List" but you can submit your web link to high PR quality web directory, if ur link is accepted then it is good.

 

You can check vmoptions for the list of directories. It is updated on regular basis with new directories.

 

Some directory provide service of fast approval but not all directory so u should concentrate for submission in high PR site not for approval.
