    The process what you mentioned is referred to be as Google Adwords.
    It cannot be FREE.

    yea like revenue sharing is going to earn you anything, you are basically competiting with a bunch of other people like you, who are looking for easy money

    Of course you can put your adsense on other sites, like others said it's called adsense revenue sharing, I have made sites using this system for more than 4 years and digital point also did it in 2004 but stopped since then.
