It is "tru" and not "true" so "true and lie" (what you mentioned) is pointless.
>ly is a very weak ccTLD, so if someone wants to develop this domain he/she have to invest more moneys and should come with as unique idea (not jut url shortening, as .ly is used at the moment)
There are a lot of hack domains and this isn't one of the best....

This domain is worth way more than $XX, I don't know what for sure, but more than double digits.

 

It would have been nicer if it was Tru.th and not Tru.ly.
