This is known as Adsense Arbitrage and YES it will get you banned in a heartbeat? There are ways around it but really not advised. If they catch you you will be banned for life. No more Adsense revenue Cheers, John.
John said well already and I would like to add a little. This so called Arbitrage had been used too much before and Google had a way to handling this specific situation already, very simple anyway. If they found your Adwords account doing arbitrage, they just forced you to increase bid for all keywords you are bidding. It may be quite high from $0.10 to $10 per click. That's mean you cannot continue doing arbitrage anymore except you can assure that you will earn more than $10 per click from your adsense.

These has been the scheme of many MFA sites before bidding for cheapest keywords even not related to their site, just for traffic then they capture the clickers into full of adsense page..
if you earn is more than you paid for ad, just do it. I used adword pull visitors to my Firefox adsense page years ago.
I heard that Google prohibits such a practice. you will be banned. I think this act is fraudulent. we shoot a low-cost keywords and then get an expensive clicks from existing keywords on our own site.
Anyone who owns or is thinking about creating a website would be crazy to ignore this. I am happy to say that making money with your site, no matter the topic, has become easier than it's ever been before - and it's 100% legitimate. If AdSense had been available in 2000, I would have NEVER shut down my soap opera fan site that received 200 hits per day. Didn't know that, very smart of Google. I came across many sites that advertise with Adwords and have Adsense ads on their landing pages. Though most of them have something to sell or offer to their visitors. I guess Google allows this if only the use Adwords is not solely targeted for Adsense clicks.
PPC Arbitrage was hot a few years ago, now it's penalized by Adsense (MFA - Made for Adsense sites), you can take the risk but you can lose your account.
