.IN -likely the best potential unless corrupt practices prevail which would be very unfortunate -largest english speaking population of any country -'democratic' government -youthful population seeking riches and success
.co.in/.net.in etc. cost lesser than .in extension. however, my opinion is a domain extension is never 'weak' or 'search engine friendly' - it is in our minds. in reality, it is the content that matters most. if you develop nice content, you are sure to be rewarded. and if the content relates to india, then more better. it will score higher in google's india search results. and don't forget the huge population of internet users, it's a big market out there. but if you're planning to use .in with a meaning with some other word like pleasecome.in sort of idea then i am not sure how it's going to score for you. it's my personal opinion though, let's see how other members look into this.
you can register .inn in UK or in uganda that is nothing to do with SE effects. but google gives .in tlds some priority in google india SE .
