Yes, it entirely depends on keywords. If I was on page 20 for lets say "dating", and I wanted to get to page one for this keyword, it would take months (if not years) with absolutely no guarantees. That's because this keyword is very competitive, and the sites that show up on the first page have probably spent years building links and rising to the top. To be on the first page for "dating" could earn me thousands in revenue each month just ppc advertising, or even more if I was charing membership fees.

Notice I've only spoken about link building. This means getting links from very relevant and very high PR sites using variations of your keyword(s) in and around the anchor text. This is what really matters. Onsite optimization is worth very little these days, and won't count for anything without the links.
