    For forum optimization we should make sure that all pages have static URL structure instead of dynamic URL structure. All pages should have unique title tag and description tag. There is not much difference in forum optimization and website optimization (except the dynamic character of forum)

    keep in mind following things:

    crawler readble URLs
    robot.text
    internal structure
    use of nofollow attribute
    Analyse another forums and what strategy they are using.

    This is possible but you have to remember few things like robot.txt, nofollow and the most important Crawler readable URLs

    Over the years I never saw a difference in ranking for static vs. dynamic. What I noticed the most is fresh content. If the forum is popular and creating new threads your site will rank better.
