Unacceptable site content - Any suggestion ?

After ~ 10 days waiting, I received message from Google AdSense

We did not approve your application for the reasons listed below.

Issues:

- Unacceptable site content

Do you have any suggestion for me in this situation to be approved

 

Warez and duplicate content. Did you really expect to get approved?

 

What is duplicate content? Honestly, I though warez is not the problem here when my site is a portal and user can post their news by themselves. Thanks for your anwser
