Learn HTML first, then CSS and then learn about Photoshop. (If you know CSS, you can basically make a CSS-based design too)
Doing web designing course is sufficient for starting then slowly when you will start creating some sites then you can for some more programs to improve your designing skills.

If you really want to do web design you better already have the artistic talent otherwise you will fail . You need to be able to create something from a blank document if you arent creative thinking individual you wont get far in this field. As for coding html + css + javascript is the basics you should learn. Then from there you can go into any direction you wish. Everyone thinks they can become web / graphics designer. Well to get into college or university for example you already need top marks in traditional art or digital media for instance. Thats the minimum for the academic route. Then from there you can go on to get an honours degree at university. That sets the bar high already for individuals wanting to start on there own with im presuming no formal art or digital media skills. Im not saying its impossible im just saying it will take time if you have the desire and the skills / talent to do so. I myself for instance learned all i know by myself. I did do a formal education eventually but i was already featured in many physical gallery's across my city for my traditional art. That actually helped me in the long run in becoming a web / graphics designer as i already had an artistic background was extremely talented and had the passion to work in this industry.
