I currently have a wordpress template and would like some input on what you think is right or not for H1, H2 and H3 tags.

On the index I should have:
Title of the Page as H1, all post on index set to H2 and can have categories as H3

    On a post page:
My title should now become the title of the post H1, and any thing highlighted like "how to" instructions set to H2 and again my categories can be set to H3

Let me know what you think...

Use whatever looks good and makes your page readable and navigable. Tests done by SEOMoz and others suggest that H1s that match the page title are not as heavily used by search engines anymore, no doubt due to the hundred trillion sites built in the last few years that used the H1:title relationship as a hard and fast rule.

Nonetheless, it is still advisable to place your target keywords within the H1 title tag and also in the page title. Unless you have a killer link building strategy or a very popular site you'll struggle to top Google without these.

In the page title, yes -- in the H1, not so much, as has been borne out by actual testing. Heading tags (h1 et al.) are useful for visitors and keeping one's site presentable and readable is an important part of keeping that raw traffic coming back and turning into useful traffic. In that regard they are important for a site. But kw stuffing them and matching to title tags etc. have become ubiquitous practices for seo farms, so like the keywords meta tag, the h1 keyword has been reduced to virtually a non-factor in ranking algorithms.

That pattern has become something of a standard, so I definitely think it's a good idea to use it.
