Yes, definitely it is, though some blogs usually lose value due to spam. It takes quite a long time to leave a useful comment, and even more to find quality high PR blogs, it's quite tedious, but it does give nice results as long as the website is high quality and the links is dofollow.

If the website you are commenting on is .edu/ .gov you get even more link juice.

 

My answer is yes blog commenting is one of the process that can lift you high in rankings.
