Knowing a little web design doesnt count for much these days, anyone can do that. I suggest starting with a blog about a subject you know about or are interested in, doesn't have to do with internet or making money, it could be about race cars or tennis or whatever. You need to generate content people want to read, not just start posting ads everywhere. A blog is also a good way to improve your various web skills from design to marketing.

I think you have a LOT of reading to do..... try to find a decent internet marketing blog and take in everything that is said. Take everything with a pinch of salt so many posts on forums are just peoples opinions so are more than likely wrong. Keep a note of everything you do and if it works - do it again and again. If it doesnt, keep at it until it does, or move onto something else. You dont need to signup for expensive software or other sites, just start doing something that interests you. If you want to freelance, go to one of the freelancing sites but be expceted to be paid low at first until you can prove yourself.
You should start by learning something, the best way to start is here in DP, share some time to take a look on how people works, and choose 1 or 2 jobs that interest you the most. Google it and find some resources to help you understand more about the jobs. Do not expect fast and big money pouring into your pocket instantly though, a small and steady earning is the best start.
