visifly is for a totally different purpose to PHP FFMPEG.

visifly is for installing on your home computer and there are literally thousands of programs that you can use instead, many of which are free.

FFMPEG is for installing on a web server so that people can upload any (most) movie types and as a web developer you can automatically convert them to a format compatible to playing on your web site.

They really have little to do with each other and do not serve the same purpose at all.

If you simply want to convert your own movies at work/home and upload them for playing then use something like visifly or better yet just find a free converter.

If you want to enable your users to upload video and play them on your site (think youtube) then use FFMPEG. It does run and install on windows servers, there are tutorials out there.
