I want to learn some techniques that have the intention of increasing a website's Google search engine results page ranking for a specific keyword phrase. For example, if a website is ranked in position 10 for 'Chicken Chili Recipes' what can be done to help move to position 7 or even higher (with 1 to be the goal, of course). I am aware of onpage keyword density and usage, h1 tags, article writing and submission, blog commenting, backlink building, etc, but I'm not sure if I do these practices correctly or if there is more to it... Any tips or suggestions are great appreciated!

However, since you have posted already I will help you answer the question. I just do not want your account for being given infractions later. Please do start the thread in the correct section next time. If you can get your site ranked in the first page, then your site has some trust at least. This is not a quite hard to archive ranking within top 5 by keep consistency with link buildings, both homepage and deep links. You should get your site being updated weekly at least to stablized your current position. The hardest part is to get within top 3 if your keywords has a medium competitive level or more. The strengten point of top 3 website are - "Domain Age" and "Trust". Even saying this but it is still possible to archive top 3 ranking by doing this. This is only recommendation and not any of guarantee since the SEO can never been guaranteed for anything. 1. Get links from big and trusted sources - If you have a story to attract links from a site like Wordpress.org, CNN.com, Microsoft.com, Sourceforge.net, etc. then it would be a big help. Even a nofollow link could help in this case. 2. Keep your link profile balanced - Most of websites do concentrate for only 1-2 anchor text when build links and that would be defined as "Unnatural Pattern" anyway. Hope this help.
This is kinda of asking about what SEO is about. But yes, get links with relevant and varied anchor text for the keyword you are optimizing for...
Original content is the best way. I imagine search engines go wild when they actually find original material unlike the spun rubbish. Also, article submission can work really well. You might have to wait to get your actual site onto page 1 of Google SERPs but you could get an article with a link to your site on page 1 within hours and this will bring relevant traffic to your site. I've a blog that got to page 1 of Google within a month using good original content and links from articles and bookmarks. Today I found it was on page 1 of Bing too... not that Bing generates much traffic...

Get as relevant links as possible, with pr if possible. Keep getting fresh links all the time. Check links of your competition. Add quality content, add fresh content, increase page view per visits, increase avarage time per visit, reduce bounce rate. Design your site in such a way that once a visitor comes to your site, stays on your site and view few pages at least. Keep working and results will come with time.
