Blogroll and Separate Page Link efficiency

I want to know a difference and SEO efficiency between blogroll link and simple anchored keyword link on the separate page. As usual blogroll links are sitewide. Thereby can this harm the efficiency of blogroll link or even site PR, if too many same links from one site are pointed to another site at once? I even saw some blog owners place blogroll link but blogroll placed only on main page itself. Is here some sense?

I've read some threads already, but no concrete answers there.

    Thanks.

This is of course, my friend. But the main question is 'can blogroll harm the efficiency of blogroll link or even site PR, if too many links are pointed to one site at once'
    Thanks.

If too many Blogroll links pointed to the same site it's didn't worth your link building efforts.
