Do you mean design-wise, or how to get it to show up across multiple sites? It's pretty simple to do with CSS (just make a background image and repeat-x, anchor it to the top and float text/images over it), as for the 'network' part I would just use PHP includes on every page you want it on.
Design wise. And I'm not talking about the bg graphic - I'm talking about the base design. I want a network bar like that that allows me full control over the fonts/links, along with the color of the "bar." My dream color for a bar would be a Navy Blue one... With CarlosX360 Network being orange as it is right now on my site...I also want to alter the bar's color in the future if I wish. To match a website's color. Hmm...Okay. Consider this though, this is another good example of what I want: Here. Look at that bar, it doesn't look like it has a bg graphic - no fancy gradient.
Now, I've run into a problem with implementing it on my blog. So, new question: How can I set links on nav bar different from the links on the blog itself? When I first put the navigation bar, it overwrote all of the links in the blog, which made my blog look ugly. So, I took out the links permissions in the CSS file itself. www.carlos360.com is the blog.
