Definitely the best and most reliable ways would be article marketing and submission, and using Social Networks like Squidoo and Hubpages and have your outsourcers write out content for those sites also. Or if you're a product owner, make a new email list solely for JV partners, then hire one or a couple of outsourcers to be in charge of gathering JV partners and having them join your JV list. Then, you'll always have a list of ppl who will send traffic to your offers.
I believe the best method to drive free traffic is where you don't need to outsource or spend anything. If you have a method like that, that's the best.
If you are good with keyword research, you can use PPC. If you do it correctly, you will have a good ROI..
Are there any services out there that outsource all of this? I'm talking where there is a staff already trained. If not maybe I should sit down and create one

Depends on the area of expertise you require, most good marketing companies provide this service no doubt there will be a specialist or two in your sector, but this comes at a price. But if you are an expert in your chosen field you might be better off doing this yourself at the outset. This can be done by you putting a link in your signature on a forum; a person linking to you because they referenced you in a blog story or article; an anchored link you created on a blog; advertising on another site with an anchored or non-anchored link on a banner advertisement. Search engines are just that, those companies that offer a service of directing people to the closest possible website after they put in keywords. Google has the largest market share of the search engines, think big pond. The way to get listed is to get anchored links to by other websites to your website. Why anchored links? Anchored links tie a keyword to your web page. Imagine if you did a super duper campaign and handed out 1 million business cards with your website, and every single person typed in your website. You have great traffic for a day, but google has no idea why. Direct input does not help your residual traffic. Google is residual traffic. It works when you're not at the computer. Anchored links tells google exactly why people are going to your website. So google is the best source of traffic and anchored links is the best way to tell google who you are.
Another vote for article marketing. It's also one of the easiest things to outsource. I hear that UAW (Unique Article Wizard) is a great service for what you're looking for - especially if you're looking for crazy content distribution. I like to use well spun content (I don't outsource at all at the moment) and submit it to lots of directories and web 2.0 properties at once using SEnuke. That will get you the most for your article buck. It takes time, but it's worth it.

Hello, I help manage a small, random messageboard. All 3200 members over the last 2 years have come from word of mouth only. New members and traffic is slowed now steadily since word of mouthers moved on. Alexa has our .com and .net ranked seperatley and each low, 1/10. We need to get this up there. We need traffic and SEO is not working anymore. I am not 100% sold on it either. We need to talk. I know there are many things we can do here. I'd advocate a multi-pronged approach. Of course you'd want to do on-page SEO, and after that you'd want backlinks to your site from all the usual suspects (i.e. web 2.0 sites like stumbleupon, digg, scribd, etc.) and don't forget the social media networking sites (the big 3 IMHO - Twitter, Facebook, youtube, and the others). While you're at it, don't neglect yoru social bookmarking and pinging. Building blogs to link to your main "money" site would be good as well (or you could build a SEO-optimized blog that you drive all your traffic to, depending on what your strategy is.)
The best way to get traffic is to get highly ranked in Google. Don't focus on the main keyword, focus on related keywords that are less competitive. Optimize your page for those keywords. There are lots of tools out there that can help you target these niche's. Once that is done, just add links. Lots and lots of links.
