Have you deleted your account or have you been banned?

No matter that you haven't posted any add or you haven't request the PIN code, accounts remain active for the time being unless you have been banned.

If you cancelled your Adsense account by filling out the cancellation form, it can take a little while for your account to be officially closed. I believe Adsense will send you some kind of closure confirmation email.

But once your account is officially closed, yes you should be able to sign up with the same personal details other than your email address.

Just setup a new business e-mail account and apply. It can't hurt.

Did you get an email back from Google when you submitted the cancellation form?
It should indicate what the closure timeline is.

But the best test is just to submit a new application - if it's rejected because it thinks you have an existing account, then it's not closed yet.
