google gives vouchers away all the time, I have a few "100$" ones at my house now. you need a new google account to use them, and you have to pay 10$ to get it started, but it is a nice way to test some keywords out if you don't mind making a new account.
What did you find suspicious? Google keeps giving away free credits and this is what some people sell in BUY SELL TRADE section of VOUCHERS. It is just we don't get the right resource from where we can get the free credit and when we are finding resource you are saying Suspicious? I am sorry but I am surprised at your way of thinking..
May be these coupons are mostly hacked from webhosting accounts. But the offer from the site mentioned is genuine and directly from google so there shouldn't be any problem. The best part of the offer is it don't require a credit card information. Just first name and sign up is enough as far as I think so. May be it also don't requires $10 activation fees. .
Yeah they did a promo one time here as well. But need a brand new adword account, otherwise can't use it...
