When did you get that information? I do believe page loading time may involve for some factor but not major one of course.

There are plenty of website speed checking tool. However, if your preference is only Google Website Speed Checking then go for this link - Page Speed Home - Google

I also had heard long back about the loading time does affect the google pagerank of that particular page, but never heard of affecting rankings.

Well, I heard the opposite :)
Its mentioned that the website speed load is a difference factor.
Example Google sees to site with the same quality content in the same niche, same age, same backlinks, same PR so what does Google do to rank them? They give their users what the users want which is a faster website loading. So the faster site will get the top spot

It may affect your site but not will affect your website. I use this tool http://madsubmitter.com/speed-test
you should also be able to see your web speed from your google webmaster account

Using http://tools.pingdom.com myself. Gives me enough information but also use some SEO Firefox addons to do different checks.

I checked the speed of my website and it loads slow. I can't figure out if this is due to my hosting or there is some problem with my website code.

Network latency is more of an issue that server speed or page content size. I tweaked my pages, reduced images added GZIP and reduced the page size from 100k to 36k - google webmaster tools still showed the same download speed. I moved web host and went back to the 100k page size and the download speed incresed from being 70% of sites are faster to faster than 85% of sites.

Needless to say my Google ranking or search traffic DID NOT IMPROVE despite the added speed, I spent a lot more on the faster server and I'm wishing I hadn't bothered.

Ping tests are the biggest indicator of a sites speed. Also reduce the components on a page for faster downloading or put images in a CDN.
