Your PR (PageRank) is determined entirely by your backlinks. Title tags and meta descriptions do not affect it.

Getting high page rank is something different than SEO on page optimization , what you have done about changes metas or submitting sitemap. The quality backlinks and the more traffic attract a good page rank when Google updates. So try to get some relevant back-links from high authority sites and also do work out on getting higher traffic from various sources available on web like social media. I must say, higher traffic gives much important to a site interms of gettign high page rank and top ranking as well.

The changes you mentioned have nothing to do with site PR but it could change your site ranking (if any) of course. If you need high PR, tried to get links from high PR site with low outbound links. I would not recommend you to change some major on-page factor such as Title tag. The wrong change could get your site ranking dropped like a rock.

I have tried changing the title and description before and lots of times. The only thing here we need to keep in mind is, the time till we dont have our pages re indexed with the changes we can't see good results so just wait and watch for the results for 15 days and don't get panic as this is the only reason where people make wrong decisions.

I would not worry so much with PR anyway; What your clients are looking for (typically) is their phone to ring or email box to fill up with new clients. So, you need to generate traffic. Traffic comes from good SERPs (search engine result position (I think)); not PR.

Although they are only one of many SEO aspects, Google does pay attention to the site title and description metas, so find what keywords folks might use to reach your clients' sites and work them into the metas. Assuming these are brick-and-mortar dental offices, make use of the location (city, state/province), and by all means re-generate and submit your sitemap after changes are complete.

Then, once you are indexed well, have your clients go to google and search "painless dentistry in MyTown, Mystate"; that front-page SERP is worth more than the PR. Good Luck!

**By no means am I implying that this is all the SEO work you should do, but it is a good start to your onsite-SEO :)

I believe on page factors, especially the content has impact too on Page Rank. If you already saw the Google SEO starter guide, making your site more presentable and rich in content would benefit in many ways. Content update is a must.

Yes content update is must, however it doesnot depend on your google pagerank. Both of them are totally different with each other.

If you need to increase your PR, I prefer to fetch some good high PR backlinks of your niche. Try to get one a day and for that you have to have a good content and proper SEO strategy.

In which website you want to make changes ? The ones with no pr ? then why are you worried ?
And if you are making changes in PR3 website consider these things.

    1. Changing meta tags wont affect a lot but may help you rank for some new keywords. So result depends 100% on your keywords selection.
    2. Changing title tags will affect you a lot. If you are currently ranking for some keywords because they are in title tags you will loose them. So do it only when you are sure that it will be more positive and less negative.
    3. Do not kill links. dead links are dangerous for SEO.

Yes update the content, but as others said be careful what you change. You don't know what google is basing its rankings on, so you might remove something important

PR depends on the number of quality back links. So, if you are looking for PR then increase quality back links to your site(s)

    Hi,

Changing meta tags would hurt Google Ranking. To increase your site page rank you could do the following ways as:

    1) Join Forum, which helps to achieve links to your site.
    2) Submitting your site into various directories.
    3) Creating and Publishing Articles.
    4) Get Links from relevant sites
