Its seems like you are on the right track with the off-page optimization, but you have completely ignored some of the most basic on-page factors.
First, title of every page of your website is the same. Not only that, it reads 'police games online', which is fine if that is the only keyword you want to rank for. I assume not. All of your pages should have unique titles that relate to your descriptions and content of the page. Which brings me to the last point I'm going to make. Content is very important for the search engines, especially Google. ...this is just scratching the surface. Hope it helps.
the site is not so "police" themed. I think you should consider changing the design into a more "vigilante cop" theme.
The most important thing is to have high quality content that people will want to see, and a well designed site that delivers that content.
