In my own experiences, analyzing your top 10 competitors for certain keywords and follow them would be a shortcut for your purpose. I recommend seoquake add-on for Firefox and backlinkwatch to be used for this purpose. All the best,
It depends if you want good quality backlinks or just backlinks. You can submit your sites to Blogs and Directories, but a good way is, as AirForce1 said, look at your competition!
so if i use backlinkwatch.com and see which sites the top competitors are linking to and try to get links from those sites , that will pretty much help me
imitate your competitor's strategy and make sure you have enough money coz usually your competitors go for paid listings. i did this sometime spying their backlinks but i can't even do a thing coz their baclinks are from again from paid listings.
If you grow your links very quickly you better make sure there is a good reason for it or you will just get sand-boxed/penalized or whatever you want to call it. Viral content is the best way to go - read about how a website got 35k backlinks in 2 weeks on my blog (first siggy link).
better way to do it is by creating quality content to your site and get a link bait from high PR sites. You can ask them for a link and exchange of something that worth of their high PR page.

Hay..update your site with good content thrice in a week ..and promote it as well in social networking sites.. write some good article and submit to article directories which are having good PR ..if you want really soon they buy the link which should related to your site.
