Definitely use nofollow for all blog comments -- you don't want to accidentally link to bad neighborhoods. Nofollow is best practice for blog comments. It won't save you any PR, but it will prevent possible bad consequences of comment spam.
Nice redirect on that blog link Farooq. I agree with Phllip on NoFollowing your blog comments. If you think spam is bad on your blog when you NoFollow, it gets much much worse if you don't. However, I wouldn't nofollow links within my blog posts. I hate giving Matt Cutts style recommendations, but here goes... instead of spending your time worry about no follows. You should focus your efforts on link building and developing lots and lots and lots of really good content for your website. That will help you rank in Google much more than nofollowing links.
nofollow links will not helpful in increasing PR but they don't get any backlinks and if you have not more backlinks so google not give you good PR you can increase only SERP
What you told is you wanna put nofollow to all out going links. .. Adding nofollow to comment links prevents most of the spammers. But I don't recommend adding nofollow to the links in your blog post. If you want to be a be a reputable blogger you should give atleast few dofollow links in your posts and encourage their site too.

No Follow tags help us to prevent the passing of page rank through a particular link. It s a red flag showed by us to search engines. If we mark one link as nofollow then search engines wont crawl the link. Page rank wont get increased. But, we can bring traffic through these types of no follow links
Thats not the case at all. An outgoing link cant drive traffic into a site, its actually quite the opposite. No-following your links will simply tell Google not to follow them. It will also prevent google from passing page rank from your site to the link. This can be particularly useful if you have a lot of Outbound links, and want to "spread your link love" to specific links rather then all the links that are published in the page.
as far as I know that isn't correct. A nofollowed link still takes a cut from your pool of allocatable pagerank. The PR doesn't flow through that link, but the portion of PR that would be given to that link is still deducted from your total distributable PR.
NoFollow sucks because it still counts as link towards PR value spread even google acknowledged that nofollow is not advisable any more. I suggest instead of nofollow just remove the links from comments. Thats the best way to safeguard your PR. Cheers, Venetsian.

In my opinion if you are optimizing your site specially for Google then NoFollow links will not be very beneficial for you.
If you don't want to pass you PR to outgoing links then you can use nofollow, I don't see any problem on this one. This will also help prevent your site being spammed. But to your question if it can increase PR this is possible when you have dofollow for all your internal links since you don't pass link juice to outbound links all of it (link juice) will just circulating to all your pages, helping each other to boost your PR.
