Really depends but one example is where they pay you a fee every time somebody installs in on to their computer. To monetize this they have advertisers that bid on keywords and URLs (ie PPV networks) and buy traffic as impressions.
how hard would one of these cost to set up? any idea how much these PPI companies are making? anyone have a listing of all the PPI that are out there?

PPI stands for Pay Per Install. You get paid everytime someone installs the program you are promoting
There is few systems how they work. Most common is fixed rate per install, it depends on country where the install is made how much you get paid. There are also other systems... you always have to make installs but you get paid after the user who installed the software view ads (PPV), click links(PPC) or buy something (PPS) than you can make even more than with flat rate or less... the first option is good for big companies... they know the network average so they calculate average rate per install and that you get paid.
i using loudmo now ,they gd as they got alot of diif webmaster tool ,which mean diif type of install software for diif need they accept all traffic and all site which include adult site too those ppI are gd by provide something like free software which allow some cool feature for those who install it and u get pay for each download but not all ppI count all country so careful when choosing PPI affil
