i think you dont know all domains are different. no one impossible give this same service quality service on actual pages ( on pr 4 , 5 page where your link will place not homepage ) in 150$. if any other guy give you this service in less in 150$ i will give you free this service. tell me what you say ????
Dude i am presently handling one guy for the same service.... his charge is 0.15 per comment and the domains will be given by him itself mostly all are unique and also for some of the blogs, comments are shown after you submit. i will also give that guys mail ID u speak to him so that i can take free service from you.
If the PR is for the inner page PR, and it is 100% approved garantee, I'll say the rate is pretty fair. Leaving quality blog comments on different domains are not that easy. These days, the number of dofollow sites is small, the number of the sites with inner page PR is smaller. I'll charge that price only for 50 comments on PR5 site if you require niche.

Yes from different domains and obl will be low at elast not spam pages. Good pages where comment will be visible and SERP will be increase and links will be there permanent not will be delete for long time.
It's too much hey, yea you are offering a good service but $150 is too much money for some people to shell out. Perhaps offer smaller options to get people interested and allow people to see results. No one wants to dive straight into a $150 service.
My friend Google never panalise . Only spam pages consider for this panalization by google. other wise commenting have more Value i have right now 6 projects and you are saying no one will give you 150$. i think you dont know which kind of good services i m giving. please read again Thanks
