There are 2 types of promotions. 1. Paid 2. Free [mostly done by yourself]. If you are ready to invest some bucks then hire some professional. If not, then there are lot of things you can do on your own. Depending on the subject of the site, go to other sites with same subject, put some guest articles, tutorials etc there with the link to your site. Link exchanges, banner exchanges etc.
Do SEO if you have the time. Paid will probably show instant results, whereas SEO will probably take a bit of time to come into effect.
Personally I see not much point of the site as it redirects to the main URL anyway. However, great unique idea. You may want to contact sites like TinyURL to advertise on their sites.
