I have a web site containing some duplicate content, should I block those pages?

One of my sites has almost 95% original content but some 5% of duplicate content (freely distributed by others), should I block those pages from robots?
I have read that Google doesn't penalize sites for duplication, but just excludes those pages from ranking.

Will there be any impact on ranking of other pages, because of these 5% of pages?

it would be wise to either block them or add noindex tag on the header.

If you mean that the whole page is duplicate content, then i would re-write the content to be unique.

Or, add the duplicate content as short snippets to other pages that have original content.

If a page is mostly duplicate content, then there's a good chance the page will be de-indexed by google.

articles are duplicate, but there are navigation links and other relevant links whose anchor text is original, ( anchor text is considered as the text part of that page)

No, you need content that is original. No one knows for sure what percentage Google wants each page to be unique, but I'd make sure each page was at least 80% unique.

Google doesn't penalize for having duplicate content. You will only get a penalty if you try to rank those duplicate contents. Hear it right from google's engineers here http://www.youtube.com/watch?v=6hSoXutuj0g

thunderheats it's a coincidence that I too checked that video right after posting this Question here, I'm not sure though, he says Google will penalize only for spamming not for duplication! probably that means there is penalty for only those who have all duplicate content, and of course why would someone create a website with duplicate content if not to get visitors from SE

Only the pages with duplicate content. I don't think that google will punish an entire website which is only having 5% duplicate content.
