Paypal has put all indian users into a lot of trouble.
I found a small fix , some of you must use it , others might know it.

    Here is how to do
    1) signup for a vcc on entropay.com
2)You would require to load it with 20$ , u can use any indian cc / vcc or debit card.
    3)You would get a 20$ from entropay.
4)Now apply for their plastic master card , they would charge you 9.99$ from your vcc that you got in 3rd step.
5)After master card is delivered to your home , activate card using entropay.com
    6) Add that card to paypal.
    7) withdraw funds using it.
    8) Use any ATM to take out cash.

This may be long process as it takes time to get the card.
fees involved : 4.5% in loading the vcc.
    ATM withdrawl fees : 2.25$

this is what is working for me atm as i dont have a cc to add to paypal and after we get the plastic card , it dont take much time to get the money into account.
Check is also there but that sux a lot -_-
if you have any better thing please share.

Entropay has visa vcc , we can take money out in the vcc and then we can transfer from vcc to the debit card from entropay itself.

You mean PayPal withdrawl using VISA and fund withdrawl from ATM using MasterCard plastic card?

Idea is good but I am really not feeling safe. I am still looking for a reliable alternative like Kotak/HDFC VCC or IOB or Corp bank

I have an entropay card which I use for online payments.

I have verified my paypal account with this entropay card.

But under the tab "withdraw funds", I only have 2 options, withdraw to Bank account and
    request for check.

There is no option to "withdraw funds to card". I m from India.

Because the min. amount to send to card is $10, the option to withdraw funds to card appear
only when I have paypal balance of more than $10 ??

I have a "0" balance in paypal account right now, whenever I do online payment using paypal, my
    entropay card gets charged.

Please someone gimme an answer for NO OPTION to withdraw funds to card on Paypal.

For me PayPal is still working fine, they are not making things tough for Indians intentionally. They have to work with Indian governments and need to follow their guidelines. All the trouble that faced in past days was due to change in the RBI's policies. So if you are following their guidelines I don't think you will face any issues.

    Thanks
