The landing page must have some content, it cannot just have email address, name etc, it has to have soem sort of content that Google thinks is of interest.
Yes you can have a landing page to just capture emails. Just make sure to have tons of content below the "email form".
If google find this out; then you might get banned. specially if the same page is where you expect most traffic of your website to land up. would suggest to collect such info from a page where there is respectable user content which related to the stuff you are dealing with. without content in page; the page wont get targetted ads too. so no meaning in giving users junk ads. all the best
Google won't punish you if what you are offering is correct and clear. If it's an obvious set up just to gather email addresses then they will eventually slap you for it. So be sure that it's obvious that the person knows what they will receive once entering their contact details and also make sure you have the Contact, Terms, About Us, Sitemap etc as a footer.

Agree with muchacho79, you can collect an email and name, you'll have problems if you're asking for a list of private info such as phone number, address etc. You should have some content on the page talking about how good the product/service is, include some testimonials if possible - really try and sell it, if your info is compelling, the user will be more inclined to give you their email address
