$100/ month is worth it for a PR7 but it depends how strong the authority of that site is. Ranking high in Google does not depend on PR alone. There are a lot of other factors to consider. But a high PR is a good start, do more research about the site as a whole, if its a genuine site, with unique contents, aged, traffic, backlinks, link popularity and more.
No friends, you should not buy a link with high PR,just exchange your link to related topic website, so you must had many friends online

If it site is let say a PR7 espn.com (for example) or similar authority and not a dropped or reused PR7 domain then its well worth it.. thats why I put conditions.. but you dont know anything about SEO so you wont know really
how many link ? if you get 1link on 7PR so its not more helpful but if your site have 50 or 100 around site on 7PR so it's very effective. Better is post your site info in high PR directory and other popular website like digg
