well this is called as "embed a video", pretty simple actually: just open a video on youtube and on the right section after user details you can copy the code from Embed and paste on your website where you want to add the video you can also change the size upon your needs...

I think the answer is "yes".. big bad lawyers at Google must have that taken care of for you already...there must be fine prints when user submit their video allowing this practice..
It's legal to embed youtube videos. Video is not hosted on your server so you are clean. The most they can do I ask you to remove the video , but I doubt that would happen. They will go directly to youtube.
