make a layout design, of course. And after that you have 2 choices:
1. learn HTML and create your site from scratch.
2. Use CMS and create theme from scratch, or you can find and modify existing theme to meet your need.

 

What type of website do you want to create?

 

1. Register a domain name
2. Get a web hosting account to host files of that domain
3. Learn how to create HTML or aspx or php files and upload them to your web hosting account

 

I agree with everybody elses ideas, suggestions so far.

Here's my suggestions:

Grab a copy of Adobe Dreamweaver and experiment.

Your website will have no limits.

There are some free website creation kits that you can google if you're not willing to invest.

Another option is for creating popular sites are Blogs such as "Blogger/Blogspot.com" and a more professional option "Wordpress"

Before you creating a website. think about the subject, about keywords. After that register domain name and host your domain. create a good themes(template). or download from any free template site. make changes in templates and upload your template.

 

any of the free ebooks or tutorial on web site designing would teach you.

 

If you've never created a website before, try using microsoft expression - or dreamweaver - or even a freebie such as weebly or Microsoft Small Business website.

you can make your website if you have knowledge about any web developing language like PHP or ASP. You should create your domain through online and then after you can upload any web page file in your website domain.
Also you can make website by HTML. This is a easy language to create website!

 

If your thinking about web design I must suggest the website design for dummies series, it sounds lame but they are great books to get you up and running fast, i am now a professional web programmer (an actual pro, not working on my friends sites) and I have to say that those books were a great starting place.

Designing of your site. Choose theme for your site.

Language (PHP, Java, CSS) means coding part.

 

Learn from online. There are many tools to start up with web designing. Basic html tags css tutorial etc. You my also try free templates.
