Merchant service provider reseller

Hello!
I would like to know if is there any company that offers any kind of Merchant service provider reseller program but outside of USA.

With this i mean: In my country banks does not offer merchant accounts so with this i would offer to webmasters Accepting Credit Card solution.

I think I found something like that but they seems that offer their services only for USA.
