Sorry for the noob questions, but why are Chinese, Brazilian and Russian players forbidden from participating in the CPA deals?

What constitutes as a scam, fraudulent players or personal referrals?

The offer seems catchy. Soon may start a website on poker/casino. Will get back then.

Poker programs are loaded in the favour of the house. Their customers always end up losing.
The fact that customers always end up losing means that the affiliates cannot keep on growing.
The gambling business model is not fit to step foot in the better business bureau.
