Can someone please explain? I saw a blog today that had around 4000 backlinks, it was bookmarked over 30 times, its traffic on alexa was around 200,000, it had over 200 pages indexed on google and its age was over 3 years old yet it only had a PR of 0 ....why?

That site could have got good page rank in the past.. and later, it may have blacklisted by google for some reason like linkfarm etc..thats why now it is having page rank zero
i too have seen situation just opposed to it.Yesterday only i saw a blog with 5 PR but it had only 3 baclinks.Such a PR might have achieved by traffic but still it was rare to found.
its depend you submission is good or not second is your backlink follow or dofollow your website content is seo friendly or not. Can u explain me which activities you completed in off pages SEO
Whether those backlinks are dofollow. A no follow backlink will not help for the page rank. This might be a reason.

People often says that PR is always increased but this is not correct. PR might go down and this might be the reason of the blog you are seeing. Or it might be penalized in the search engines. There can be many other reasons.
What about referals? If you comment on a load of no follow blogs in your niche isn't that > targeted traffic?
Even I feel the same....The blog owner must have done some thing wrong to get those backlinks and Google must have penalized it for that.
I think you have checked on wrong search engine in google its showing only 16 back link. and by looking at no of back links you cannot tell about PR i have seen few blogs they have less than 10 Back ward links and they have 3 or 4 PR.
I have just done a backlink check on this and it seems like a lot of the links are sitewide/blog comments/forum posts and appear to be nofollowed. This would explain part of the reason why. Could still be a penalty but opens up other options.
