You could do a probation system for 7 days like digitalpoint. In that time a member has limited permissions and has to verify everything the user does like making a thread or sending a pm.

as u seem to be sure he is a bot, ban his ip, make your registration process tougher, you can add text question in addition to the general image verification process, it works good on 3 forums I have used and it should handle half the spam down

I am not sure if there is an mod to do that, you might try having a look at this add-on :
    http://www.vbulletin.org/forum/showthread.php?t=176481

better you tighten up your registration process with manual question in addition to the regular verification mode, that should deal half the problems

you may look at following thread as well:

since he posts on a vb forum zone, it should be a vb product, unless he posted in a wrong section

I would recommend a 15 second flood control to cut down on spammers. If you are sure its a bot I would enable email validation.

    Install ReCaptcha
Install the "Stop Forum Spam" modification

Between those two things, your spam problem should drop to nothing.

The standard capatcha phrase was broken by spam bots a long, long time ago. And email verification is useless. Spambots create gmail and hotmail accounts by the dozens.

I enable Image captcha to make a new thread. Now spammers can't continue. That's a simple technique.

    Thanks
