Yes, you can get a link if you contact those people. They are just students. They don't know there is something called link selling. I am also one of them. Offer them some money. They won't understand why would you want a link from them. Tell them simply that coz there main domain is so important, it'll boost your search engine rankings. Use your clean sites tech, blog tips, educational to get a link. You have to convince them.
As MervinKoops has pointed out I asked you to google search 'site:www.iitg.ernet.in/stud' . A typical profile url is www.iitg.ernet.in/stud/username . www.iitg.ernet.in/stud isn't meant to be opened externally. One of them has started a blog and he is pretty successful.
Today I have gotten such a webspace for myself. It'll be indexed pretty soon. can you tell me how long will it take to update to its maximum PR(which is normally 4 in all cases)?
Kind of like telling people to search through old DP threads and finding the ones that are PR 4. Only problem is that most are closed as of now. For less developed sites, it can certainly work though.

I tried to open two of them but the PR is of home page and not of inner pages. How can we get PR4 link from their home pages???
