If i have a link on a site that is pr4 but the links page on that site is a pr0 or not rated, will this help my pr at all,or do i need to get on the home page were it is pr4 to have any Benefits from linking to this site?
Is that pr0 page linked from any pages "with" pagerank? If it's within 1-2 clicks or so from a powerful page, it will get indexed and pass on some pagerank.
Relevancy takes the role too, and if the site has good link structure especially passing the juice towards that link page and eventually it gains it's own PR too, it would help for your site too.
The answer of your question is NO. If your link is on the Blog roll page or the links page which has not PR or PR0, who will not get any advantage. If you get that link on homepage which is PR4, then it depends on how many links are placed in homepage which are directing to other sites. So the PR4 will be divided by all the links placed on that particular page. So if you are looking for some quality link backs, I would prefer to check the high PR with less outgoing links on them...
If the page is links from the page which have PR, you might get the link juice. But, a single PR4 backlink isn't enough to raise PR.
It's PageRank, not SiteRank, so you can only benefit from the PR of the page where your link exists. Keep in mind tho that the toolbar PR is not accurate on sub pages, and many say it is not even accurate on a homepage. It might show PR0 yet be better in reality. pagerank doesn't really matter in serps , currently one of my site with pr0 is beating pr3 in serps , and my site has only 500 backlinks and pr3 sites has 23k

That's new concept to hear that your pr0 site is beating pr3 in Google search. It means your site get more attention and business of visitors. Then what's advantage of having higher PR?
PR depends on many factors not for only link building but link building is definitely one factor to increase page rank. if links come4s form high pr website and as one way then there is a chance to increase page rank
The answer is NO... For a PR juice to flow to you, you got to have your link on the page which has a PR...which in this case is the home/main page! It is a different matter that over time, this internal page due to its connection with home page... might itself get some PR... which will make some PR juice flow to you...eventually! Some ideas could be mentioned in this respect because PR links juices have always remained a mystery. The placement of the links, whether or not they are at the top parts of the pages, how many outbound links are there and their numbers too could be important.
Yes the answer is absolutely NO. Most of the people while exchanging links make you feel that such type of links page also has the same value as the main PR4 homepage. Never fall in hands of these guys. They will post your link on a zero or no pagerank page and ask you get their link on your homepage. If you deal many such guys, start a links page on your blog/site yourself and tell them that you will be posting their links on the new links page. I am sure they will say no or will never reply
I think Page rank does not affect in Search Engine Ranking. Do not think about it and just have some good fresh content on your site. Other way to get page rank is to find home page link from other relative site.This not only help you for page rank but also for good and quality traffic. Thanks
